As an organization that has monitored democracy and the legitimacy of the electoral process since 2011, and as a member of the Public Council at the Central Election Commission, the Institute for Social Integration watched carefully (as far as public information allowed) the adoption of amendments to the Electoral Code in the National Assembly.

It should be emphasized that the suspensive veto of the President of the Republic of Bulgaria, imposed on the texts adopted in the Electoral Code regulating the voting outside the country, is an attempt to solve only one of the problems in the election legislation. The imposed veto, result of the pressure from NGOs and the Public Council at the Central Election Commission, gives an opportunity to provide more time for discussing the ways to vote abroad but not for thorough assessment of the overall philosophy of the changes in the Election Code.
