The Civil Board for Free and Transparent Elections held its second session in the building of the Council of Ministers. More than an hour and a half, the Board members discussed with the Director of CRAS Ivan Getov the issue of how the so called "dead souls" are being entered in the electoral rolls. Prof. Michail Mirchev quoted records, according to which the lists of the national statistics and of CRAS differ drastically – the latter containing nearly one million more people than the statistics had counted.  

Prof Drumeva pointed out that the lists are being prepared according to the acting legislation and added that the so called preliminary rolls should be subject to numerous updating. The Director of Directorate General “Civil Registration and Administrative Services” (CRAS) presented the various ways citizens could check where they can exercise their right to vote – for example, electronically or via a short text message (SMS). The meeting raised the issue about the future development of legislation in the direction of introducing active registration as well as how to achieve a more accurate picture of rolls.
