Project Objectives: Addressing the need for urgent measures to improve the legal framework and strengthening the monitoring of the electoral process, reported after the analysis in 2011 - Presidential and Local Elections 2011, reflected also in the report of OSCE. The experience of monitoring the campaign and the electoral process in 2011 showed that civil monitoring is crucial for this purpose.

The main objective of the project in 2013 is to activate citizen participation in the implementation of effective prevention and control, rule of law, democracy and objectivity in the upcoming parliamentary elections.

Based on the achievements of the monitoring in 2011, ISI seeks to closely monitor the campaign and the electoral process, including the Election Day. Possible irregularities in the electoral process must be given the necessary publicity. For this purpose, civilian observers must be trained and prepared in all constituencies of the country.

The main tasks of the project are:

1. Increasing citizen participation in voting and monitoring of Elections 2013.

2 . Training of civil observers and experts for monitoring of key areas: legal framework of the elections, election campaign and its media coverage, monitoring on the Election Day, reporting and announcement of the results of the election commissions in the constituencies.

3 . Practical implementation of the monitoring in the above areas.

4 . Public announcement of the defined problems and opportunities to address them in order to minimize the non-democratic processes, acts or manipulations.
